(1) Subject to the provisions of under the Act, 2002 and any other law for the time being in force, a federal co-operative may discharge the functions to facilitate the voluntary formation and democratic functioning of cooperative societies as federal cooperative or multi state cooperative society in delhi based on self-help and mutual aid.
(2) Without prejudice to the generality of the provisions contained in sub section (1), the federal cooperative may
(a) ensure compliance of the co-operative principles;

A Multi state cooperative society may, if provided in its bye-laws, admit a person as nominal or associate member: Provided that no such nominal or associate member shall be entitled to subscribe the shares of multi state cooperative societies or have any interest in the management thereof including right to vote, elect as a director of the board or participate in the general body meetings.

Persons who may become members.-(1) No person shall be admitted as a member of the cooperative society accept the following, namely:-
(a) an individual, competent to contract under section 11 of the Indian Contract Act, 1872 (9 of 1872);
(b) any Multi State Cooperative society or any Cooperative society having different business and of different type;
(c) the Central Government;
(d) a State Government;

(1) Every federal co-operative shall obtain registration certificate for complying with the provisions of Multi State cooperative society's Claim in particular Cases Act, 2002. (2) Every federal cooperative shall in its general meeting be represented by its member co-operative society. (3) The classification of federal co-operative and other terms and conditions applicable to it shall be such as may be prescribed.

With reference to credit cooperative society, the Reserve Bank of India released the report of the Expert Committee constituted to review the existing Short Term Cooperative Credit Structure (STCCS) focusing on structural constraints in rural credit delivery system.

Cooperative society registration

The name of the proposed society is vital as per the MSCS Rules and notifications issued by the Central Registrar and Registrar of Societies or as per the directions of the registration Authority.  Any name which is aganist National Emblem Act, 1949 cannot be used.

Registrar of cooperative in Delhi State cooperative Act, 1972 provides that a Cooperative society shall, out of it’s net profit in any year, credit such portion of the profit not exceeding 5% as may be prescribed to the Cooperative Education Fund Constituted under the Rules. Rule 80 lays down that every cooperative society shall credit a sum calculated at 2% of its net profit, Subject to a maximum of Rs. 2500/- every year for contribution to the Cooperative Education Fund to be Administered by the Registrar.

Right from the registration of cooperative society till the cancellation of its registration, the Registrar acts as friend, philosopher and guide to the cooperatives and ensures that cooperative societies function in accordance with the cooperative society Act. In fact the Registrar is "Trimetric" of the Cooperative movement. The main functions of the Registrar are as under

Annual general meeting of general body of Multi state cooperative society (l) The board of all the multi state cooperative societies shall within such period as may be prescribed, and not later than six months after the close of the corresponding year, call the annual general meeting in the manner prescribed for the purpose of -
(a) consideration of the audited statement of accounts;

From the cooperative registrar in Delhi, the complete set of registration papers can be obtained from the office of the Delhi State Cooperative society union on payment of prescribed fees. The applications along with schemes initially received from the Chief Promoters and are scrutinized by the Dept. To ensure (a) the viability of a society, (b) its conformity with Delhi Co-operative societies Act and Rules.
