(1) The Central Government may appoint a person to be the Central registrar of cooperative societies and may appoint such other persons as it think fit to assist the Central Registrar. (2) The Central Government may, by notification, direct that any power by the Central Registrar under this Act (other than the power of lustration of a multi state cooperative society shall in relation to such and such matters as may be specified in the notification be by any other officer of the Central Government or of a State Government . may be authorized by the Central Government subject to such conditions as be specified therein: Provided that no officer of a state Government shall be empowered to exercise such power in relation to a national cooperative society: Provided further that no officer of a state Government below the rank of the Registrar of Cooperative Societies shall be empowered to exercise any power execution by the Central Registrar under . multi state society shall be registered  Act, unless the main objects of the society are to serve the interests of (1) more than one State.
