A primary credit cooperative society is any cooperative society other than a primary agricultural credit society. Its principal business is transaction of banking business and its paid-up share capital and reserves are less than Rs 1 laky. Section 7 of the Banking Regulation (BR) Act prohibits use of words banks, banking by any cooperative society other than a cooperative bank. But a subsection to Section 7 clearly says that the above prohibition shall not apply to a primary credit society.

In case of inquiry or Inspection of Multi State Cooperative Societies, the Central Registrar may apportion the costs, or such part of the costs, as he may think fit, between the Multi State Cooperative Society, the members or creditors demanding an inquiry or inspection, and the officers or former officers and the members or past members of that society: Provided that
(a) no order of apportionment of the costs shall be made under this section unless the society or the person liable to pay the costs hereunder has had a reasonable opportunity of being heard;
(b) the Central Registrar shall state in writing under his own hand the grounds on which the costs are apportioned.
(2) Where an inquiry is made under sub-section (1), the Central Registrar may, after giving the person concerned a reasonable opportunity of being heard, make an order requiring him to repay to restore the money or property or any part thereof, with interest at such rate, or to pay contribution and costs or compensation to such extent, as the Central Registrar may consider just and equitable Where an inquiry is held under section 83 or an inspection is made, under the last preceding section, the Registrar may apportion the costs, or such part of the costs, as he may think just between the society, the members or creditors demanding the inquiry or inspection, the officers or former officers and the members or past members or the estates of the deceased members of the society(a) no order of apportionment of the costs shall be made under this section unless the society or person or the legal representative of the deceased person liable to pay the costs the under, has or have been heard, or has or have had a reasonable opportunity of being heard in front of credit cooperative societies in Delhi; (b) the Registrar shall state in writing the grounds on which the costs are apportioned. (2) No expenditure from the funds of a society shall be incurred, for the purpose of defraying any costs in support of any appeal preferred by any person other than the society against an order made under the foregoing sub-section.
