Credit cooperative societies of power conferred under Rule 85 of Delhi Cooperative Societies Rules,1973 and in super session of previous order, Registrar of Cooperative Societies, Delhi do hereby lay down the following scales of Audit fees payable to Chartered Accountants in respect of Cooperative Societies registered under the Delhi Cooperative Societies-

(1) The Central Registrar shall, on the application of a creditor of a Multi State Cooperative Society, inspect or direct some person authorized by him by order in writing in this behalf, to inspect the books of the society: Provided that no such inspection shall be made unless the applicant
(a) satisfies the Central Registrar that the debt is a sum then due, and that he has demanded payment thereof and has not received satisfaction within a reasonable time;
(b) deposits with the Central Registrar such sum as security for the costs of the proposed inspection as the Central Registrar may require.
(2) The Central Registrar shall communicate the result of any such inspection to the creditor.1 The Central Registrar and Registrar of Societies shall, on the application of a creditor of a credit cooperative society, inspect or direct some person authorized by him by order in writing in this behalf to inspect the books of the society provided that no such inspection shall be made unless the applicant satisfies the Registrar, to hold himself or some person to inspect the books of a credit cooperative society made by a creditor who satisfies the Central Registrar that due has not been received by the creditor after demands have been raised, the applicant has deposited the required sum as security for the cost reposed inspection and the Central Registrar shall communicate such inspection to the creditor. Two conditions are to be satisfied before any inspection of indebted multi state societies which are as follows. The applicant has to satisfy the Central Registrar that the debt is a sum which is due and that he has demanded payment thereof and has not received satisfaction within a reasonable time, the applicant has to deposit with the Central Registrar such sum as security for the costs of the proposed inspection as the Central Registrar may require under the power before award and bears the cost where inquiry is held under the supervision of any inspector conducted as per the Act or such part of the cost which he thinks fit.
