The multi state cooperative society movement in our country shall not only stay but also grow in times to come. In spite of the drawbacks experienced in the working and administration of the cooperative societies, they have positively contributed to the growth and development of the national economy. Promotion of thrift, self-help and mutual aid are the fundamental principles of cooperation. The orientations of commercial organization and cooperative organizations are basically different. In a commercial organization, earning and maximizing the profits is the sole motive whereas in a multi state society organization profit cannot be the sole motive. The prime objectives, in addition to the three fundamentals of cooperation mentioned above are to make available the goods and services in required quantity, of better quality and at a reasonable price to its members. It does not mean that a multi state society is a charitable organization. It should, therefore, conduct itself in a business like manner in attaining its objectives efficiently.A resident of Delhi can become member of the society if he fulfills the conditions laid down in registered bye laws of different types of societies. The person can become member in an industrial, or a transport society if he is actual worker of the type of the society. He is also to ensure that he is not a member of other society of similar type. In case of housing societies, an application for registration of multi state cooperative society should not have any plot/flat in his name or in the name of any dependent member of his family and should also be resident of Delhi for a minimum period of 3 years on the date of application.The names of the persons mentioned in clause 4 (Governing body of the model of the Memorandum must necessarily be included under clause 5(i) in the list of desirous persons or subscriber to the Memorandum. This is to say that members of the Memorandum cannot be outside the list of the desirous persons subscribers to the Memorandum. This is essential requirement.Documentary proof in the shape of sale-deed/lease deed/General Power of Attorney along with Ration Card/Electricity Bill and an allotment letter in the case of Government Quarter in respect of premises shown as registered office of the society under clause 2 of the Memorandum should also be furnished along with no Objection Certificate from the owner of the premises on Rs. 2/- (Rs. Two only) Non-judicial stamp affixed thereon multi state society.
