Scrutiny of Nomination Papers (a) (i) on the day fixed for the nomination papers, the returning officer shall, at the appointed. If the number of candidates in respect of whom valid nominations announced for any office exceeds the number of candidates to be a poll by secret ballot shall be taken by the returning officer. The officer shall, thereafter, announce the number of votes secured by the result of the election.
