No multi state cooperative society shall be registered under cooperative societies this Act, unless,(a) its main objects are to serve the interests of members in more than one State; and(b) its bye-laws provide for social and economic betterment of its members through self-help and mutual aid in accordance with the co-operative principles.The word "limited" or its equivalent in any Indian language shall be suffixed to the name of every multi State society registered under this Act with limited liability. Where the Central Registrar of co-operative societies refuses to register a multi state cooperative society, he shall communicate, within a period of four months com the date of receipt of the application for registration, the order of refusal together with the reasons therefore to the applicant or applicants, as case may be Provided that no order of refusal shall be made unless the applicants have been given a reasonable opportunity of being heard Provided further that if the application for registration is not disposed of within a period of four months specified in subsection (2) or the Central Registrar fails to communicate the order of refusal within that period, the application shall be deemed to have been accepted for registration and the Central Registrar shall issue the registration certificate in accordance with the provisions of this Act and the rules made the rounder. Provisions of Section 7 of the 2002 Act are identical to Section 7 of the Act. In Section 7 of the 2002 Act some new provisions have been inserted are as follows:
(1) A new provision has been inserted in clause (c) to sub-section (I), which requires the co-operative society to provide in Cooperative society bye laws for social and economic betterment of its members through self-help and mutual aid.
(2)In sub-section (3) period for communication of refusal has been made four months.
(3)A new proviso has been added to sub-section (3) which provide the opportunity of being heard before order of refusal. Further, in Section 7 of the 2002 Act following changes has been made the provisions mentioned in clauses (c) and (e) of sub-section (1) of Section 7 of the 1984 Act has been deleted.
