The order of refusal to register a multi state cooperative society referred to in sub-section shall be communicated registered post to the person referred to in clause of sub-rule of the proposed society. The manner of communication of orders refusing under sub-rule shall be the conclusive proof for refusal of the registration of the proposed society. Multi state societies are coarser to cooperative Societies (Registration, Member Direction Management, Settlement of Disputes, Appeal Revision multi state cooperative society Act, 1984, a new provision has been inserted which states that the manner of commune action of orders of refusing the registration shall be conclusive proof for refusal of the registration of the proposed society. addition to above insertion, there are following changes which are as follows. In credit cooperative society rules, 2002 there are two sub-rules. Earlier there was only one rule registered post. Sides the above insertion and changes, there is no other material rule deals with the refusal of registration and its communication to society. When the Central Registrar refuses to register a multi state cooperative society registration .he shall communicate within a period of months date of receipt of the application for registration the order of refusal with reasons therefore to the appeals and Revision for credit cooperative society. Before order of refusal, the registrar shall give a reasonable opportunity of being heard to the application for registration is not disposed of within a period this or the Central Registrar fails to communicate the order of refusal lat period, the application shall be deemed to have been accepted for Central Registrar shall issue the certificate in accordance with inspection of the Act and the rules made there under. The manner of inspection of orders of refusal shall be conclusive proof for refusal of the proposed society.
