The Union Minister of agriculture multi state cooperative society while addressing the Consultative Committee meeting of his Ministry informed that the centre has already introduced the Multi state cooperative society Bill, 2000 in to replace the existing Multi state societies Act, 1984, providing for more functional and financial autonomous and democratic management of cooperatives. He added that in the light of the recommendations of the Standing Committee on Agriculture, action is being taken to give final shape to the bill. He said that the prime responsibility of the state is to provide a conducive environment through appropriate laws and policy framework. The provisions of this section and section 18 shall, as far as may be, apply to a multi state co-operative society which decides to wind up or convert into any other legal entity as they apply in the case of amalgamation of a co-operative bank with any other co-operative bank ."Provided further that the board may co-opt two directors, in addition to twenty-one directors specified in the first proviso, having experience in the field of banking, management and finance or having specialization in any field relating to the objects and activities undertaken by such multi state co-operative society Provided also that so co-opted directors shall not have power to vote in the election of the office bearers or represent the multi State co-operative society in any other multi state co-operative society: Provided also that a person who has lost in election to the board shall not be co-opted as director in the board on casual vacancy or otherwise: Provided also that one seat shall be reserved for the Scheduled Castes or the Scheduled Tribes and two seats for women in the board of a multi state co-operative society consisting of individuals as members and having members from such class or category of persons. The Multi-State Cooperative Societies Bill, 2000 was introduced in referred by the Speaker Look Saba to the Standing Committee on Agriculture for examination and report. This Bill proposes to replace the multi state cooperative society Act, 1984 .
