(1) Save as otherwise provided in this Act, no court shall have in respect of (a) the registration of a cooperative society or its is an amendment of the bye-laws; (b) the removal of board of directors; (c) any dispute required under to be referred to the registrar and (d) any matter concerning the winding up and the dissolution of a multi state cooperative society. (2) While a multi state cooperative society is being wound up or other legal proceedings .relating to the business of such society proceeded with or instituted against the liquidator or against the society member thereof, except by leave of the central registrar and such terms and conditions as he may impose. (3) Save as otherwise provided in this Act, no decision or order under this Act shall be questioned in any court. In exercising the functions conferred on him by or under this Central Registrar, or any other person deciding a dispute under and the liquidator of a multi state society and a person to audit, inspect or hold an inquiry under this Act, shall have all of a civil court, while trying a suit, under the code of civil procedure of respect of the following matters, namely. While a multi state cooperative society is being wound up, no suit or other legal proceedings relating to the business of such society shall be proceeded with or instituted against the liquidator or against the society or any member thereof, except by leave of the central registrar and subject to such terms and conditions as he may impose. It is also an admitted fact on all hands that the said society has different liability of Past Member and Estate of Deceased Member known as owners, lessees, allotters, tenants, etc. It is also an admitted fact that the total membership is 762 out of which 69 members fall under the classification of tenant members. However, the exact rights and obligations of these various classes of members, the first respondent society or these various classes of members inter are also not available on record. Provided that if the question at issue between a society and a claimant, or between different claimants, is one involving complicated questions of law and fact, the Registrar may, if he thinks fit, suspend proceedings in the matter until the question has been tried by a regular suit instituted by one of the parties or by the society. If no such suit is instituted within six months of the Registrar's order suspending proceedings, the Registrar shall take action as laid down in Para. 1 of this section. While a co-operative society is being wound up, no suit or other legal proceedings relating to the business of such co-operative society shall be proceeded with or instituted against the liquidator as such or against the co-operative society or any member there of except by leave of the registrar and subject to such terms as he may impose.
