Multi State Cooperative Societies Act shall apply to(a) all cooperative societies, with objects not confined to one State which were incorporated before the commencement of this Act,(i) under the Cooperative Societies Act, 1912 (2 of 1912), or(ii) under any other law relating to cooperative societies in force in any State or in pursuance of the multi state co-operative societies Act, 1942 (6 of 1942) or the multi state cooperative societies Act, 1984 (51 of 1984), and the registration of which has not been cancelled before such commencement; and(b) all multi state cooperative societies.Where the members of a multi-state cooperative society to be registered are cooperative societies or multi state cooperative societies and individuals, such application shall be signed by interlocutory Orders and authorized representative of such cooperative society or multi state cooperative society. An Act to consolidate and amend the law relating to cooperative societies, with objects not confined to one State and serving the interests of members in more than one state, to facilitate the voluntary formation and democratic functioning of cooperatives society as people’s institutions based on self-help and mutual aid and to enable them to promote their economic and social betterment and to provide functional autonomy and for matters connected therewith or incidental thereto. It is proposed to give freedom to the Board to constitute an Executive Committee and other committees or sub-committees as specified in the bye-laws. However, multi state society is proposed that every society shall be required to constitute an Audit for multi state cooperative society and Ethics Committee of the Board. The existing restriction on borrowings by the society is proposed to be relaxed. The application for registration shall be disposed of by the Central Registrar within a period of four months from the date of receipt thereof by him. in the case of a multi state cooperative society or a cooperative society or the national cooperative society or any other corporation owned or controlled by the Government or any Government or any Government company or body of persons whether incorporated or not, the application for membership shall be accompanied by a resolution authorizing it to apply for such membership.
